A different budget for 2020-21

I listened live, most expectantly, to the first two consecutive budgets presented by the present Finance Minister the Honorable Yuvaraj Khatiwada, I decided to sit out the third edition knowing that he would be delivering more of the same. I was not wrong! Then, the morning after, having read the salient features, and in a fit of frustration, I tweeted a criticism. A dear friend promptly asked me, "What would you have done differently?" Instead of a detailed reply, I put him off by telling him that, in the present context, that is information he would have to pay for. But, his question hung in the air. Begging an answer.
